Uncertainty-aware distribution system operation
The number of decentralized energy resources (DERs) in distribution systems is rising worldwide. DERs are for example renewable energy sources, such as photovoltaic installations, or controllable consumption devices, such as charging stations for electric vehicles. Distribution system operators now face the challenge of integrating the growing number of DERs, while handling the induced limit violations. Another challenge is the sparse measurement coverage in low voltage grids. As a result, the system state is characterized by uncertainties and low observability. To address these challenges, the system state estimation is a necessary step prior to using operation strategies to avoid limit violations. Recent German legislation has laid the groundwork for this. According to the new act §14a EnWG and the decision chamber 6 of the German Federal Network Agency, the German distribution system operators are obligated to conclude agreements for grid-oriented control. As part of the grid-oriented control, the distribution system operators are given the opportunity to influence the system state by dimming DERs. Such interventions may be made as soon as the corresponding grid area is equipped with a certain measurement coverage and is monitored with a state estimation.
